Foremost in the thought process is the mandate to adhere to the Rural Roads Policy which, among other requirements,
requires public roads along the ¼ mile alignment unless deemed inappropriate due to terrain, drainage or other factors as
determined by the City Engineer.
With the above in mind, the City Engineer recommends that public roads be established on the following alignments and
the Right of Way (ROW) donation be requested if not currently dedicated. ROW shall be fifty feet (50’) in order
to fit the cross section of road recommended by the City Engineer. The paving of roads shall consist of asphalt lanes,
two foot (2’) paved shoulders and the rest dirt shoulders. ROW dedication along future or planned arterials or
minor arterials will meet the criteria recommended by the City Engineer. The roads within the Saguaro View development
will not have curb or gutter and there will not be street lights unless requested by residents and with the consent of Saguaro
View Home Owners Association (SVHOA) Board or as required by generally accepted safety standards.

Avenue will be a six (6) lane parkway so access should be limited to the ½ mile if possible.Dale
Lane to the west serves many sites so a “T” to the west may be needed. Dale Lane is to extend east and west of 161st as a private road to serve those
lots.

The above recommendations balance the need for public road access and the expressed desires to “maintain a rural
lifestyle”. This recommendation also addresses twenty-three (23) washes/road crossings or about half the total
in the square mile.

Additional
points of consideration for this proposal are incorporated as follows:

City will continue to discuss with the SVHOA the issue of waterline access if repairs are required to
the system.

Setbacks in the area will addressed through the City zoning regulations.

The City will consider relocation of Saguaro cacti if the construction of the proposed roadways and low
water crossings will be to the detriment of cacti. The City will take the necessary precautions to either avoid the
cacti or transplant them as appropriate. This issue will be better defined as we move further along in the project,
as we will know the actual number of cacti that might be affected in the design/construction of this project.

The City will try to use the existing roadway alignment as much as possible for the new roadway and low
water crossing construction. This will ultimately be dictated by the surveys and requirement for the roadways and low
water crossings to be located in the correct alignment and may result in the disturbance of existing vegetation.

The construction of roads and improvements to low water crossing specifically identified by this proposal
(created through a recommendation by the City Engineer and Public Works Director) shall be dictated by the availability of
funding in the City’s Capital Improvement Program (CIP) and the timing of ROW dedication by the residents. Improvements
shall be based on the priority listing and the ability of the City to obtain contiguous ROW of a particular road, typically
a ½ mile or more, from the residents of SVHOA.

Any remaining balance of roads and low water crossings not included or completed by the City in the draft
proposal would be the responsibility of Saguaro View development if full roadway and low water crossing improvements are desired.

The City concurs that an improvement district is a reasonable method for financing the remaining balance
of roadwork within the Saguaro View development that is unfinished or not targeted by the City’s recommendation for
public roadways within the Saguaro View development and could be pursued by the residents of the development if desired.
